Ambassador J. Cofer Black is the Chairman of Total Intelligence Solutions. Ambassador Black was the State Department's Coordinator for Counterterrorism with the rank of Ambassador at Large from December 2002 to February 2005. Prior to joining the State Department, Ambassador Black was a career intelligence officer in the Central Intelligence Agency (CIA). He served in numerous operational and strategic management positions to include six foreign tours and duty as the Director of the CIA Counterterrorist Center.

Ambassador Black leads an experienced and diverse team of former U.S. Government and private sector professionals that includes prior service in the CIA, Defense Intelligence Agency, Department of State, Federal Bureau of Investigation, and Drug Enforcement Administration, as well as widely-known private-sector leaders in the fields of information security, cyber investigations, and risk management.

Despite media reports to the contrary, Mr. Richer departed Total Intelligence Solutions in February 2008. The TIS leadership team appreciates Mr. Richer's prior contributions to the company and the departure was amicable for all parties involved.
