Projection:
Violence is likely to increase throughout Afghanistan, despite the United States (US)-led surge in international forces. The Afghan Taliban, as well as the Haqqani network and other regional-based groups, are resurging in key areas throughout Afghanistan. Violence is likely to worsen in southern and eastern Afghanistan, where the bulk of international forces will be concentrated conducting combat operations. Additional combat operations in southern and eastern Afghanistan will likely lead to a worsening security environment, for at least the near to medium-term, as Afghan Taliban forces and their allies are unlikely to retreat from some key traditional strongholds. We are particularly concerned with the Afghan provinces of Helmand, Kandahar, Khost, Paktia, and Paktika, areas that are likely to see the greatest increased in insurgent violence.
President Hamid Karzai’s re-election on 2 November 2009, following widespread fraud in the 20 August presidential and provincial polls, has delivered a critical blow to his government’s legitimacy. Karzai’s reliance on the international community and continued links to Afghan warlords will further hamper legitimacy and pose problems for the government in maintaining support from the Afghan people, particularly Pashtuns residing in southern and eastern Afghanistan. Karzai is unlikely to address corruption and cronyism in the coming months, furthering weakening the President and his ability to govern.
The deteriorating security environment due to a resurgent Afghan Taliban and the inability of President Karzai to expand his influence throughout much of the country suggests Afghanistan will see further political instability and violence, terrorism, and crime in 2010.
External Conflict
The risk of interstate conflict is low in Afghanistan. However, continued tensions exist with Pakistan over allegations that the Pakistani government is allowing militant groups to tacitly operate in the country’s northwest. It is common for the Afghan government to levy blame toward the Pakistani government for some of the highest profile attacks, including the December 30, 2009 attack on the CIA base in Khost province and the January 18, 2010 Afghan Taliban assault in Kabul. Also concerning are attempts by the Afghan government to link Pakistan’s Inter-Services Intelligence Agency (ISI) some of the more high-profile bombings throughout Afghanistan. We believe increased tensions will likely be dealt with through diplomatic means, with neither side likely to precipitate military intervention against the other.
Afghanistan’s relations with Iran remain relatively cordial. Iran has built some roads, power transmission lines, and border stations, among other infrastructure projects which would better link the two nations as trade has drastically increased. As of the end of 2009, Iran was the fourth largest investor in Afghanistan. Despite increased trade and significant Iranian investment in Afghanistan, the two countries clash diplomatically over allegations that Iran is actively meddling in Afghanistan by supporting insurgents and warlords. While Iran has denied such accusations, several Afghan lawmakers and many US officials claim Iran is actively destabilizing Afghanistan, particularly western Afghanistan. However, President Karzai continues to view Iran in a positive light, labeling the country “helpful” and alleviating any near to medium-term threat of violent confrontation between the two nations.
Internal Tension/Civil Unrest
The outbreak of violent, sporadic acts of civil unrest is a serious threat in Afghanistan. The Afghan government has implemented a system for legal and orderly protests, but spontaneous and potentially dangerous demonstrations do occur, mostly following incidents involving foreign military forces. Violent crowds often form in the aftermath of motor vehicle incidents involving coalition force convoys throughout Afghanistan. Some of these accidents have resulted in deaths, spawning the rapid formation of large, unpredictable crowds. The demonstrations tend to be more violent in southern and eastern Afghanistan, where support for coalition forces is the lowest. Westerners often receive the brunt of violence when they arrive at a public venue to assist in an emergency situation or to quell the violence.
An example of how volatile the situation in Afghanistan is was seen in January 2010 when international troops were accused of destroying copies of the holy Quran in Helmand. Following the allegations, nearly 2,000 people gathered and the demonstration quickly turned violent. A similar incident occurred in Wardak province in October 2009, where insurgents accused US soldiers of destroying Qurans, sparking violent protests throughout the province. The Afghan government attests that destroying Qurans is part of a plot by militants to stir up the populace and cause civil unrest, a tactic that has worked over the past several years.
We note allegations that the US or international troops desecrated religious infrastructure often leads to the outbreak of violent civil unrest, most hostile in districts in the southern and eastern provinces.
Terrorism
Terrorism is currently Afghanistan’s primary concern. 2009 represented one of the deadliest years for both international soldiers and Afghan civilians. A resurging Afghan Taliban in the southern and eastern provinces, as well as growing militant activity in the traditionally peaceful northern and western provinces threatens the overall stability of Afghanistan and is likely to make 2010 one of the deadliest years.
As US, Afghan, and NATO forces are expected to increase military operations in southern and eastern Afghanistan, insurgent violence is also expected to increase. The Afghan Taliban, as well as the Haqqani network, Hezb-e-Islami Gulbuddin, al-Qaeda and other regional insurgent groups, are likely to rely primarily on ambushes and roadside bomb attacks. We note Improvised Explosive Devices (IEDs) in 2009 were the number one killer of coalition soldiers in Afghanistan. The easy ability to plant IEDs and success rate is likely to result in their continued use against foreign forces. As seen in 2009 and likely to continue in 2010 is the high number of civilian deaths due to IED attacks, as it is common for Afghan civilians to use the same roads as military convoys. Insurgent violence is likely to be highest in the provinces of Helmand, Kandahar, Khost, Paktia, Paktika, Zabul, Wardak, and Ghazni. Significant insurgent activity remains in the provinces, which are likely to be the scene of enhanced military and security operations.
Local government and Afghan security forces will remain the primary targets of attacks, particularly more sophisticated operations, such as assaults and multiple suicide bomber operations. Foreign forces, particularly US, British, Canadian, who are increasingly active in Afghanistan’s most violent provinces, will also remain primary targets, typically through roadside ambushes and IEDs attacks along major highways throughout the country. The Afghan Taliban is particularly careful in avoiding civilian casualties, as the group is currently waging a major campaign to win support from the Afghan people. However, this is unlikely to prevent the Afghan Taliban from targeting locations frequented by civilians. Preventive measures to avoid a high number of civilian deaths are unlikely to be effective.
The same cannot necessarily be said for other groups operating in the country, such as al-Qaeda and the Haqqani network, which appear less concerned with inflicting civilian casualties.
Crime
Crime in Afghanistan is present in various forms, including drug trafficking, money laundering, fraud, corruption, black marketeering, and types of violent crime. Since the downfall of the Taliban in 2001, cultivation and trafficking of opium has increased significantly. According to a survey in 2007 by United Nations Office on Drugs and Crime, 93 percent of the opiates on the world market originated in Afghanistan.
Criminal activity is common in the capital city Kabul. Armed robberies are regularly reported in the western districts of Kabul. Foreigners, particularly Westerners, are primary targets of criminals. Common types of crimes are assault, kidnapping, and various forms of theft, principally pick pocketing to extortion. Police and emergency services in Afghanistan vary from marginally competent to ineffective or corrupt. There is little confidence in the Afghan National Police to assist in local law enforcement matters, primarily due to corruption and bribery.
Afghanistan struggles particularly with kidnapping-for-ransom schemes. As foreigners in Afghanistan are often viewed to have money or connected to the government, there is always potential for foreigners to be kidnapped. While the motivation for these types of attacks are primarily financial, visitors should be aware of the potential that criminal groups may sell captives to militant groups, with whom there is a definite threat of execution for political purposes.
Various forms of theft are common throughout Afghanistan. Foreigners, particularly Westerners, are vulnerable to pick pocketing and armed robberies. The deteriorating security situation in the country can escalate minor crimes to a potentially life-threatening situation.

Afghanistan's economy is recovering from decades of conflict. The economy has improved significantly since the fall of the Taliban regime in 2001 largely because of the infusion of international assistance, the recovery of the agricultural sector, and service sector growth. Real GDP growth exceeded 7% in 2008. Despite the progress of the past few years, Afghanistan is extremely poor, landlocked, and highly dependent on foreign aid, agriculture, and trade with neighboring countries. Much of the population continues to suffer from shortages of housing, clean water, electricity, medical care, and jobs. Criminality, insecurity, and the Afghan Government's inability to extend rule of law to all parts of the country pose challenges to future economic growth. It will probably take the remainder of the decade and continuing donor aid and attention to significantly raise Afghanistan's living standards from its current level, among the lowest in the world. International pledges made by more than 60 countries and international financial institutions at the Berlin Donors Conference for Afghan reconstruction in March 2004 reached $8.9 billion for 2004-09. While the international community remains committed to Afghanistan's development, pledging over $57 billion at three donors' conferences since 2002, Kabul will need to overcome a number of challenges. Expanding poppy cultivation and a growing opium trade generate roughly $3 billion in illicit economic activity and looms as one of Kabul's most serious policy concerns. Other long-term challenges include: budget sustainability, job creation, corruption, government capacity, and rebuilding war torn infrastructure.

History:
The Military of Afghanistan is composed of the Afghan National Army, the Afghan National Army Air Corps (formerly the Afghan Air Force), and scattered small-sized authorized militia forces. Being a landlocked country, Afghanistan has no navy. According to the New York Times, the army fields more than 90,000 troops and the national police numbers at least 80,000. The Afghan military existed since the early 1700s, before the creation of the modern state of Afghanistan. During the 1700s and 1800s, the Afghan military was involved in several wars with Persia on its western border and British India on its southeastern border. The modern military force of the country was first organized in 1880s, when the country was ruled by Emir Abdur Rahman Khan. It was upgraded during King Amanullah Khan's rule in the early 1900s, and modernized during King Zahir Shah's rule from 1933 to 1973. During the Communist era, the army split into government-back soldiers and Mujaheddin rebels. By 1991, the military of Afghanistan became dysfunctional, dissolving into portions controlled by different warlord factions when President Mohammad Najibullah was forced out of power and the mujaheddin rebel groups took control over the country. This era was later followed by the Taliban take over, who established a military force on the basis of Islamic sharia law. Following the U.S. invasion of Afghanistan in late 2001, the military of Afghanistan is being reformed by the international community. Despite early problems with recruitment and training, it is becoming effective in fighting against the insurgent elements. As of 2007, it is slowly becoming able to operate independently from the US-NATO troops in the country, most of whom are now grouped under the International Security Assistance Force. The President of Afghanistan is the commander in chief of the military of Afghanistan, acting through the Afghan Ministry of Defense. The Afghan military is headquartered at the National Military Command Center in Kabul. In July 2009, the administration of US President Barack Obama announced they wish to increase the number of Afghan troops and police to 400,000 units.
